INDUSTRY UPDATE – Voices that Move Policy: Home Care Leaders on the Power of Advocacy

Across the country, families are choosing care-at-home over institutional settings. Policymakers speak about expanding home- and community-based services. Payers are redesigning benefits around value and access. The promise is real.
But promise alone does not shape policy. Voices do.
That was the central message of a recent powerful industry conversation moderated by Rachel Hammon, Executive Director of Texas Association for Home Care & Hospice (TAHC&H), featuring panelists Bradley Madison, Administrator of ComPassion Personal Care Services and ComPassion At Home; Dana Madison, DNP, MBA, BSN, RN of BSA ComPassion Home Care, Advance Care Management, and ComPassion Home Health Care; and Kandis McClure from Akin Gump, one of the nation’s leading public policy and advocacy firms.

During the recent advocacy discussions, these champions played a critical role in addressing both federal and state policy priorities that directly affect our patients, providers, and communities.
At the federal level, our advocates engaged in meaningful dialogue on issues including Medicare reimbursement stability, hospice payment reform, regulatory oversight, Veterans issues and the importance of protecting access to home-based care services. They emphasized the need for sustainable funding models and reduced administrative burden to ensure providers can continue delivering high-quality, patient-centered care.
At the state level, our champions highlighted key Texas priorities such as Medicaid reimbursement adequacy, workforce challenges, regulatory clarity, and legislative efforts that affect home health and hospice operations. Their insights helped reinforce the importance of supporting access to care, supporting providers, and ensuring that policy decisions reflect the realities faced by those delivering care on the front lines.
These advocacy leaders represent the voice of our industry with professionalism, credibility, and passion. Their willingness to engage, educate policymakers, and share real-world perspectives strengthens TAHCH’s mission and ensures that home care and hospice remain essential components of the healthcare continuum in Texas.
